Chronic Conflict Zone

A Chronic Conflict Zone (CCZ) is a region within the Commonality space known for persistent, ongoing violence which diplomacy and peacemaking operations have had little success resolving. It is an official classification under Commonality law, giving the supranational authority additional powers to operate within a member polity or protectorate's territory designated in this way.
  The causes of conflict in CCZs are as many as the zones themselves, and indeed an inability to determine how exactly the fighting got started is often an obstacle which stands in the way of stopping it. Common causes include multiple ethnic or cultural groups laying claim to a single piece of planetary territory, persistent ethnic strife within a state, or a long-running insurgency.
  It is commonly said that 90% of Commonality peacemaking expenditure occurs within the perhaps 10% of polities which have a CCZ.
