Snow-wights

The Witch-king send evil spirits to torture and haunt his foes. When these spirits found no bodies to steal, they sometimes clothe themselves in shapes of snow here in the north. When the snow falls, they build for themselves temporary physical forms from it. They resemble travellers who have wondered far in this terrible weather - but there is nothing but icy air underneath this facade. They weild blades of ice.
