The Council

Overview:

Following their defeat at the Battle of Crimson Skies and the subsequent occupation of their territories by the Imperium, The Council underwent significant changes in its hierarchy and governance methods. Operating now more as a government-in-exile, they adapted to a structure that is more clandestine and mobile, focusing on resistance, rebuilding, and strategic planning for a future resurgence.  

The Leadership:

  The Shadow Council: Replacing the traditional leadership, The Shadow Council is a secretive group of key figures who once held significant positions in the Coalition. They operate in anonymity to prevent targeting by the Imperium. This council includes former military leaders, influential thinkers, and strategists.   The Exiled Commander: The figurehead of The Council, often a position held by a surviving member of the previous leadership, symbolizing continuity and resilience. This role is more symbolic, as the actual power rests with The Shadow Council. It's currently believed to be Counsellor Voss  

Operational Structure:

 
  • Regional Leaders: Responsible for overseeing Council activities in various hidden enclaves and refugee settlements. They act as liaisons between The Shadow Council and grassroots operatives.
  • Resistance Cells: Small, autonomous groups operating in occupied territories. They are loosely organized but adhere to the broader objectives set by The Council.
  • Intelligence Network: A crucial component of The Council's structure, responsible for gathering information, conducting espionage, and maintaining communication between various factions of the resistance.
 

Governance Approach:

  • Decentralized Command: With the loss of a central base, The Council operates through a decentralized command structure, making it more adaptable and less vulnerable to Imperial strikes.
  • Guerrilla Tactics: Emphasizing stealth and surprise over direct confrontation, given their limited resources compared to the Imperium.
  • Propaganda and Influence: Utilizing underground channels to spread their message and maintain morale among their supporters.
   

Cultural and Ideological Aspects:

 
  • Egalitarian Ideals: With the loss of their capital and formal structures, The Council has adopted more egalitarian principles, with a focus on collective decision-making and shared responsibilities.
  • Cultural Preservation: Efforts to preserve the culture and history of the Coalition, keeping the spirit of resistance alive among its people.
   

Challenges and Adaptation:

 
  • Resource Scarcity: Operating with limited resources, The Council has become adept at improvisation and utilizing whatever is available.
  • Mobility and Secrecy: Constantly on the move to avoid detection, The Council has mastered the art of operating from the shadows.
 

Future Aspirations:

Despite their current situation, The Council remains focused on eventually reclaiming their territories and restoring the Coalition. They are biding their time, building strength, and waiting for the opportune moment to challenge the Imperium's dominance once again.
