The Scrappers

"Eh? You want to join the vultures? I mean, what more can I say?" The man's tired eyes stare disbelievingly at you, but as he drinks from the canteen of alcohol in broad daylight, his lips seem to loosen. "Listen, the Scrappers are no good. The bastards pick away at corpses and broken machines, busying themselves with carrion when the Builders can get the lion's share. You want a good life, you go with the Builders. Hell, if you want to risk your neck, you can do it in the Traders or in the Watchers. Only a damned fool joins the Scrappers nowadays. Their prime is past, I'm telling you."

Structure

The Scrapper's Council is elected based on experience and merit - successful scrappers rise in the ranks by filling quotas. More high-ranking Scrappers gather merit instead by organizing expeditions, collating finds, and discovering new sites for scavenging.

Public Agenda

The Scrappers are a scavenging group who work to bring fresh material and scrap from the city and beyond into the Regent Hill. They scour old facilities and if necessary, take out constructs to get new material.

Assets

The Scrappers possess about 20 excavation teams of 30, and there are always 10 excavation teams out and about. The Scrappers have armed forces - each excavation team is usually escorted by a squad of 10 guards and a variable number of mercenaries. However, each is usually lightly armed, with only sidearms and melee weapons.

History

The Scrappers rose out of a necessity to reclaim old world technology for the development of the settlement of Regent Hill. Initially a loose coalition of treasure hunters, prospectors, and miners, the Scrappers eventually became a collected organization about fifty years into the founding of Regent Hill so they have representation in the newly proposed Council. Since then they've maintained a steady presence in the city, although the danger of exploring the ruins and the slow drying up of materials in the outskirts means that the Scrappers are slowly losing ground relative to the other groups who have steady seen growth.
