Consitution of Gaia
The Confederacy, what became the Confederacy, their leaders wanted to start off on a better foot, considering how long they were forgotten, and the fact those who had to sacrifice their lives so they could live, when their food supply became corrupted and failed.
They had only the Earth's past to work by, and much of them failed by the time they were leaving for the starts. But the founding fathers who wrote a simple but flexible constitution seem to give them the means of how to do something, even though they were not the same. The distance they covered was too broad, the type of settlements, space stations, monitoring post, even a few mining sites/stations, rather than a continent. Adaptable was the key. So with that as the base, they wrote their constitution, one that would give them rights, structure and order where it was needed.
Purpose
The Constitution that Confederacy used to establish their Nation, as separate and grant powers to their departments and people.

It has seven or so articles, that set out the establishment and powers of the Plenum, the legislative body in Article 1, along with the age, qualifications, those who are eligible for electing or holding of the position.

Background
This document was formed to make the powers legitimate in the Confederacy, to bring together the people, to protect them, and welfare, to make sure that there were those in power who could do good, betterment of the people, to make sure that the laws were defined. The need to have something uniform, to have authority to back up their laws, to protect the innocent.
History
The document used as a base for this was the United States of America Constitution, as it was simple with only 7 Articles, and was flexible enough to fit their situation. It had the main points they wanted to cover, it also clarified and solidified the way they wished to be governed.
Public Reaction
The Clans at least some of them, were unsure and wished to have more power or say but they were the minority, and the fact they wished for them to retain some of the authority they had was clear to most everyone else.
Legacy
The establishing of a Constitution allowed for the Clans to establish their positions and to also make laws, build a Nation that was unified in the important issues.
Term
It is able to amended and changed if need, as that is incorporated in the Document. It also has no end, only the terms of those who elected for the Plenum.
