Püroki
The Püroki (Lüota: navigator) is the leader of a tribe, clan, or community of halflings. Elected only by uncontested acclamation, the Püroki is given supreme authority over the conduct of their tribe and is tasked with ensuring their people adhere to Promise Law.
Qualifications
The title Püroki comes from the word for “navigator” in Lüota, and the expectation that a Püroki will be a skilled wayfinder persists to this day—even in urban communities such as Embershire. Most halflings still believe that a person who can literally find their way in the world will be the best equipped to help a people find their metaphorical way.
Requirements
Any halfling may hold the title, though youth does occasionally work against candidates facing off against an equally talented but older opponent.
Appointment
Upon the death or retirement of a Püroki, all adult members of the community are gathered in a single place to hear candidates make their cases. The community is then given an hour for discussion. And finally, the names of the candidates are read aloud for the community members to vote on.
Candidates are eliminated over the course of several rounds of voting, based on the enthusiasm of the crowd or a lack thereof. When there is one candidate remaining, a final vote is called. If every voice in the room assents, the candidate is named the new Püroki. But if even one voice dissents or abstains, the process begins anew.
Responsibilities
The Püroki’s primary duty is ensuring that each and every member of their tribe has shelter, water, and food. Beyond that, they are responsible for hearing disputes between community members and judging these disputes in accordance with Promise Law. They also have the last word on which fishing and hunting grounds may be used each year—and for how long.
Finally, when a tribe, clan, or community decides it is time to move on from a place and continue to explore, it is the responsibility of the Püroki to chart a course to their next destination and to ensure the safety of their people on the journey.
Accoutrements & Equipment
At the beginning of their reign, a Püroki is given an Imine Modo to signify their position—and to use in communicating with large groups while on the move.
I'm imagining a selection process that takes days because one *** keeps objecting. XD I love the idea that literally being able to find your way is a sign that you can metaphorically find your way.
