Thar'kenes Leadership
History
Thar'kenes is an empire located in the southern hemisphere of Eivrall. It is inhabited by the Shatar, a humanoid race that migrated to Eivrall thousands of years ago from their home planet, although the circumstances surrounding this migration are unknown. The Shatari first settled in the region that would become Thar'kenes. The Shatar quickly adapted to their new environment and built a thriving civilization. For centuries, the Shatari lived in small city-states that were constantly at war with one another. This changed when the city-state of Seilia rose to prominence and conquered all the other city-states. Circa 1969 B.E., the Shatari government entered a formal alliance with Sevangesia after a group of scholars trained under the tutelage of the Kaxlese, which then formed the basis of their technology and science that would be known throughout the world.
Geography
Climate
Thar'kenes is in the southern hemisphere of Eivrall near the equator. It is a hostile land of sand and scrub with an unforgiving climate. Low and unpredictable precipitation has a direct impact on the region's vegetation and low animal diversity. Plants in this region often have deep roots, less foliage, and water-storing stems to better manage the scarce water supply. Plants that produce seeds in the desert can store those seeds in a dormant state for long periods of time in preparation for the next rainy season. Adaptations in desert animals include nocturnal behavior and burrowing.
In some years, Thar'kenes loses more water to evaporation than it receives in rainfall. Daytime soil surface temperatures in Thar'kenes can exceed 60 °C, while nighttime lows can drop close to 0 °C. This is largely due to the lack of atmospheric water. Annual precipitation is less than 30 cm, with little variation between months and little predictability in Thar'kenes.

Natural Resources
- Because of the aridity of the Tusxoni Wastes, Thar'kenes is not known for its natural resources. However, underground mines provide access to many numerous ore and mineral deposits of iron, copper, silver, sulphur, limestone, and coal.
- Along the coastal regions, fish and hardwood are plentiful.
- Drought-resistant plants and oil can be found all throughout Thar'kenes, save the middle of the Tusxoni Wastes.
Government
Structure
Thar'kenes is a unitary state ruled by a council of three called the Triumvirate. Each member of the Triumvirate represents a different aspect of the government: the Triumvirates of War, Magic, and Law. Members of the Triumvirate are elected by the previous Triumvirate, and the three Triumvirs collaborate to make executive decisions. Through their respective roles, the three branches of the government pass, amend, repeal, and enforce laws.
Executive Body
The Triumvirate serves as the executive branch of the government. They are responsible for the daily administration of the nation and for managing the economy, military, and judiciary. The current Triumvirs are:

- Triumvir of Magic: Nyxtash Kyrash
- Triumvir of War: Ophidian Zyakris
Legislative Body
The Senate consists of nine members who are lawyers or judges and are selected by the Triumvir of Law. The Senate is designed to assist the Triumvir of Law in managing the judicial system, and it assumes their role in their absence. They are responsible for interpreting the laws and serve as the nation's appellate court for all cases not directly addressed by the relevant Triumvir.
Judicial Body
The Triumvir of War commands the General Authority. They are responsible for enforcing laws enacted by the Triumvirate and administering all punishments not specifically addressed by the relevant Triumvir.
Foreign Relations
Thar'kenes has a trading agreement with Sevangesia and has a nonaggression pact with the United Federation of Meshev. They are on neutral terms with the rest of the nations of Eivrall.

The military of Thar'kenes is the most powerful state-owned military on the planet and is responsible for protecting their land. The military is the main way in which the government of Thar'kenes makes its money, through the production and selling of weapons. The military of Thar'kenes is led by Ophidian Zyakris, Triumvir of War.

Thar'kenes' agriculture is dependent on irrigation and a hybrid of traditional farming methods and modern technology due to the harshness of the local environment. Mining and the production of military weapons and vehicles form the backbone of the empire's industrial sector.
The capital of Thar'kenes, Seilia, is located on the coast and serves as the region's primary commercial and transportation hub. From here, goods can be shipped by rail or caravan to the other major cities in the empire.

Mineral, plant, and animal products are imported from all over the world, but a bulk of these products come from the neighboring nations of Meshev and Sevangesia.

The Empire of Thar'kenes exports a wide variety of resources, including ores and minerals, oil, vehicles, and military armaments.
Technological Level
The Shatari formed an early alliance with the Kaxlese, which gave them access to knowledge unavailable anywhere else. This partnership is largely responsible for Thar'kenes' relatively advanced technology. They produce weapons and military armaments that are among the most sought after by police and security firms around the world.
Infrastructure
The Thar'kenes Empire boasts a sophisticated infrastructure. Transport between the major urban centers is both easy and convenient. Most of Thar'kenes is equipped with modern conveniences like plumbing, electricity, and the internet. It also has one of the best-equipped militaries in the southern hemisphere. The rail network is also advanced. The major rail line links the Meshev city of Sukha to the city of Seilia. There are local rail networks within each city that facilitate the rapid transport of people and goods. Moreover, the Tusxoni Wastes are connected to the rest of the empire by a smaller railway that travels from the north of the empire.
Tourism
Due to its hostile environment, Thar'kenes isn't a popular destination for tourists. The only tourists who visit Thar'kenes typically do so out of curiosity. In most cases, these tourists travel to the desert to explore the region's abundance of ancient Shatari city sites and artifacts that dot the desert.

The Thar'kenes Empire is 85% Shatari, with the other 15% being Meshevian or Krudh.
Culture
The culture of the Shatari is heavily influenced by Meshev, the Shatari's closest neighboring nation. Their culture is distinguished by pessimism, minimalism, and stoicism. This is most evident in their art, architecture, and literature, which commonly expresses melancholy and pessimism. They have a strong military culture in which honor, strength, and bravery are valued. Thar'kenes has a small but growing arts scene, which includes several writers, sculptors, painters, and dramatists. Up to the age of sixteen, education is free and compulsory, and the government offers several grants to students pursuing higher education. The Shatari are avid gamblers, and the country is home to several large casinos.

Thar'kenes has a world-class education system. In primary schools, students learn the basics of reading, writing, arithmetic, as well as general science. They continue their education in secondary schools, where they can choose from a variety of subject concentrations. The Shatari value education as a means to a better life and consider extracurricular activities to be essential components of any educational program.
