The Lord Mayor of Tehradim Varain Qualtara

Varain Qualtara, the Lord Mayor of Tehradim, is one of the most influential leaders of her time. Her city sits on the southern coast of Isarshael and includes the busiest docks in the known world. Goods from every country pass through her borders and move on to every point on the Northern Continent.
Tehradim is a free city, not under the sway of any of its neighbor kingdoms. Though highly coveted by all her neighbors, none can claim it as theirs.
As a result of this geopolitical arrangement, the Lord Mayor of Tehradim essentially commands her own kingdom: a free city where the commerce of the world can come and go and where merit more than nationality or politics is the determining factor in your life.
The Lord Mayor is exceedingly protective of this state of affairs and goes out of her way to stay above the intrigue that seems to plague the courts of foreign kingdoms. Instead she acts as a peacemaker, a position she is well suited for as she can influence all kingdoms with the flow of goods.
Varain is intelligent and quick witted. She is highly sought after as a mediator in conflicts as she is seen as fair and impartial. More than anything, Varain seeks to keep balance in Faelon. The trade that keeps her Free City viable will only continue to do so if all the kingdoms of the world play nicely with each other and realize that trade is more valuable to them than war.
Varain uses Freebands perhaps more than any other leader in Faelon. She has little in the way of a standing army and has gone out of her way to make Tehradim welcoming to Freeblades. Her network of spies and informants is impressive for such a small government.
The Sleeping Grush, the notorious Inn and tavern where many Freeblades find jobs, is located in Tehradim and is personally supported by the Lord Mayor. Its owner works directly for The Lord Mayor and reports back the information that flows through the tavern.
Varain‘s keeping of the balance goes far beyond the diplomatic. She employs Freebands and sends them all over Faelon where diplomacy fails, or a heavier hand is needed. This she does clandestinely as she does not want her reputation as a peacemaker harmed, though Varain fully understands that keeping peace and balance sometimes involves violence.
