The Arbiters

The Arbiters are a small and elite organisation that wield the full power and authority of The Imperial Realm of Elion. Adorned in official armour and regalia, there is no doubt when you are in the presence of an Arbiter. They are meant to be seen, and their influence felt. When an Arbiter arrives in a town or city, then change is likely to follow.
Historically, the protection of the realm was the responsibility of The Watchers. As a result, The Arbiters primary goals are to maintain the peace between the various nations of the empire and to promote the empire's goals and ideals. Following the War of Dragons, these goals have never been more important, except perhaps during the earliest years of the empire's existence. In recent times Arbiters have started to appear across the realm, bringing funds to rebuild towns and cities, and their diplomatic expertise and authority to settle feuds and arguments.
