First Enchanter
The First Enchanter is the head of the Imperial Senate and is appointed by the First Archon. They act as the Chancellor and Prime Minister. Each First Enchanter serves for life (or unless they are removed from office by the First Archon). In this position they are the first among the senior enchanters and can determine what matters are brought before the senate, how they are voted on, and how bets to distribute them to the lesser senates. Unlike the Senior enchanters, who answer to both the Dukes/Duchess of their cities and their regions Archons, the First Enchanter is only answerable to the First Archon.
Appointment
Appointment is made by the First Archon with the advise of the other Halruaalan Archons
Duties
Advising the First Archon of Halruaalan law; leading the Senior Enchanters in the Imperial Senate; Establishing law, while holding to past precedent; and upholding the dignity of the office.
Responsibilities
Open and close all meetings of the Senate; preside over the senate floor; propose measures brought before the senate; induct new Senior enchanters at the end of their term or life; approve the disbursement of funds; inform the senate of political changes in the country; and appoint senior enchanters and lesser ranks from within the Heartland Region.

Grounds for Removal/Dismissal
A vote of no confidence by the regional Archons can prompt the First Archon to remove the First Enchanter and propose a new head of the Senate.
