Originally founded a mile from a spring-fed lake by silver miners, the town grew rapidly as a boom-town due to the natural spring and nearby silver mines. Over the last few centuries it has continued to grow, though with the decline in silver production a deep rooted criminal element has begun to take hold. Endwater is built upon the sloping sides of a large hill, atop of which is Lake Silver. The city is tiered, having several distinct levels built along the side of the hill, sloping down to follow the river Ludova. The river is set with several locks, with which boats can be moved slowly up and down the hillside to the lake above.
