Rukiya is a spy, an assassin when necessary, an agent of change. She is a descendant of Vydea and child of Ambrose and Nyota Moonstream. She was the crowned prince, Badru, but faked her death to live her own life in the shadows.

Personal history
Born Badru Moonstream, Rukiya is three times a daughter of Vydea. She is descended from the goddess via Lucas, the first Moonstream and son of Vydea. She was born prematurely the night of the full moon, and she is transgender, referred to as a "child of Vydea" in Vyon culture as the goddess of change. She was raised to be a legend, taught everything she might need to know as a king and a leader.
As a teen, she fell in love with a boy named Rinan. At 15, she started questioning her gender identity. At 16, she approached her father with the news, explaining that she wasn't quite sure yet if she was a child or daughter of Vydea, but that she wasn't his son. On her 17th birthday, she told her parents that she was a daughter of Vydea and her mother picked the name Rukiya for her, a Shetai name that meant "she rises up." She asked her family to keep this a secret, though she wasn't sure why she felt so strongly about it.
As her 18th birthday approached, her parents asked how she wanted to be presented to the country, but she had decided that she did not want to be the next ruler. Rinan had died in her father's name, trying to atone for his mistake and the loss cut her deeply. She could not bear to be responsible for decisions that would mean sending more people to their deaths. The prophecy surrounding Badru meant that stepping down was not an option. The people of Vyon would never accept her brother's rule, always waiting for the True King to take his rightful place. She and her family made plans to kill Badru so that Rukiya could live her own life. Rukiya felt that same deep sense of making the right choice in this as she did keeping her identity as Rukiya a secret. One allowed the other and she felt this was the path she needed to take.
One day, Prince Badru was sent on a fateful trip where his life would end. A mage, sworn to secrecy, performed the ritual to change Rukiya's body and appearance to match her gender identity, and Rukiya was sent to the south of Ascus by boat. Once there, she had to learn to live on her own. She eventually joined a branch of Whispers, a secret organization dedicated to rooting out and destroying government oppression, injustice, and corruption.
