Four Cities Treaty

The Four Cities Treaty is an agreement between Aranol, Morenstople, Carensenth and Forenthal in regards to trade. The agreement goes back almost 150 yearss and explains the taxation of various resources and the demand that a certain portion of all resources are fairly traded to the other member so as to prevent a monopoly of any of the resources listed in the agreement. While this has benefited Carensenth, much of the trade goods never find its way to the public, instead being illegally traded by crime lords in the city.
Aranol suffers greatly from the agreement as they are the largest exporter, and smallest importer from the other cities. The governement of Aranol is seeking to get out of the treaty as they are the sole provider of several resources, including rice. Forenthal is happy with the agreement as it is basically a wash for them. They get some items they need, provide a little of what they have, and have plenty to trade for a profit with the three.
