Clan Elléval is a sovereign state in Eastern Lethea. Elléval was the first of the Nehenian clans to make contact with the nearby Kingdom of Sarala. An elite group of soldiers loyal only to House Sarap had crossed the Haltjalahti Strait and reaffirmed Sarala's commitment to the Pact of Brotherhood to them. All of that had been achieved in secret. The people of Sarala were kept in the dark about their King's new partners across the lakes.
  The largest settlement and the capital of Elléval is Cirériel.

Structure

Elder

Elléval is ruled by an elected Elder who serves for life. When they die, the Oathkeepers elect a new Elder from their ranks. The oldest child of the previous Elder then joins the Oathkeepers. Every major decision, such as a declaration of war or the changing of the law, must be accepted by the majority of the Oathkeepers, but the Elder is the only one who can officially initiate the voting procedure. If an Elder is deemed incompetent by the overwhelming majority of the Oathkeepers, then they can be removed from power.

Oathkeepers

Oathkeepers are the heads of the most influential and powerful families in Elléval. There are eleven of them, but occasionally when a powerful family loses it prominence and new ones rise, the Elder and the other Oathkeepers can revoke the title from one family and give it to a new one. They serve as a counterweight to the power of the Elder. Making sure that they never do anything against the Oathkeepers' and their country's best interests and keeping them from being a tyrannical ruler.

Demography and Population

Ethnic Homogeneity

Clan Elléval is one of the most ethnically homogenous Nehenian nations. While the others deal in goblin slaves that they've captured from the Lostriver tribes, the Elléval focus more on trading goods. In recent years a few Saralians have become permanent residents, but their power is limited and many are still suspicious of the forigners.
 

New Religious Conflicts

With the arrival of the first agents from the Kingdom of Sarala came the first religious conflicts. Although both groups worshiped the spirtits and venerated their ancestors, they had discovered that the Nehenian idea of what the spirits were had morphed over the centuries of isolation. Saralian hiiekars were brought across the lakes to put an end to the heretical beliefs, but those attempts soon stopped.

Technological Level

Before gaining access to Saralian merchants and their iron ore, the Ellévalians relied mostly on flint, bone, and wooden weapons and tools. Even now, the majority of people still use their old tools. Only the wealthy, such as the Elder and the Oathkeepers, can afford steel and iron.

The common soldier in Elléval carries around a flint spear, wooden club, and an oval strap shield. The arms and armour of the wealthier soldiers is a mix of Saralian and Nehenian gear. They tend to have steel helmets and spears. The Elder and the Oathkeepers wear mail and carry around steel swords and Saralian shields.

Agriculture & Industry

Vast fields of wildflowers cover the landscape of Elléval, providing its bees with nectar and pollen. The locals understood that they have a reasonable source of wealth, and so they began to harvest the honey from large, man-sized, beehives. Three major family businesses own most of the apiaries in Elléval. The heads of these families serve as Oathkeepers in the government.

Most of the honey produced in Ellévalian apiaries went to the nearby Nehenian clans, but due to the War of the Broken Pact, most of those trade agreements were broken. Now the apiaries are in trouble. They had hoped that trade with the Kingdom of Sarala would have solved their problems, but their new partners had plenty of local apiaries and no need for Ellévalian honey.
