Overview
He’s the questioner at the north gate of the Heavenly Palace. His job is to test all newcomers for potential placement in the Palace Guard and the Containment Unit. Having witnessed many deaths in the testing chamber, he's become terribly apathetic. The only thing that excites him job wise is when newbies do well at the trials.

Background

Tezuka used to be part of the Palace Guard, but an injury in both his hindmost legs and his high intelligence saved him from being cast off from the payroll and becoming homeless. He offered to test all those who enter the Palace, giving an in-depth presentation on his methods and budget. The Akumakai jumped on the opportunity. To protect his position, he's keyed all testing chamber controls to his biometrics.
