Free City-State of Palamea

Living members enjoy strong healthcare in return for giving up their bodies after their lives expire in order to be used as a primary workforce. Vagrancy is suspiciously absent, it is suspected that the state makes use of their corpses for labour. Due to the usage of the undead, as their primary force death is not feared within the cities culture. Effectively celebrated as expired members of society are able to continue serving after their demise. Consequently, retirement is almost unheard of with an expectation that you work until you die (literally). Due to the lack of manual labour not being handled by the living, education is highly valued and a person's social status is based on their skill (both mundane and arcane).

Demographics

Mixed with the living making up around a quarter of the population.

Government

Oligarchical Rhine Capitalistic. Old Council sits atop as the highest public facing branch of government who are responsible as the ultimate watchdog towards the other lower branches of government, serving to pass and repeal laws when it suits their interests. Members are elected by their peers after a distinguished life in public service

Defences

Half a professional standing army with government magic users (both arcane and divine), primary forces consist of the fallen soldiers of past military action as well as the undead workers from the miners for fodder. Specialists are enlisted for life but are heavily involved in state infrastructure during times of peace acting as army engineers.   Unwilling to field paladins due to the composition of their forces.   Notable forces include the 'Corpse Grinder', specialist troops that serve to instigate panic in opposing ranks by attacking specialists, support troops and leadership.

Industry & Trade

Surrounding mountainside is full of mines used to extra rare minerals primarily silver, platinum and mithral.   Imports food and exotic materials like spices.   Trade is tightly controlled by the Old Council who controls the cities mints. The currency doesn't see widespread use due to rumors of arcane protection and its liberal use of undead.
