Prelude 2: Rats & Eyeballs Report
General Summary
2nd of Erlspri, 1568.
As taken by scribe Nigel Serjiore from a company of Pax Venatores in the Square Keep of Caeris.
The group chase a fugitive from Warehouse 13 and stumble upon a Red Dragonborn in Pax Venatores uniforms who managed to reach the runner before them. The officer is revealed to be second Lieutenant, Pacificatores Rhogar Shestendeliath the second in command of the late Captain Varrik Raymond. As the four exchange information, the fugitive, a Sala'kiri named Romina Alga'r'dsisawi, vanishes.
Rhogar express concern as she served as a key informant on the city's Fey Dust trade. The group set out to look for her house and fall to an ambush. Second lieutenent Rhogar Shestendeliath impales a pedestrian whom he mistaken for an attacker during the conflict.
The battle is over with 1 suspect dead, 1 suspect gravely injured and 1 preciously demented civilian severely injured. The informant is found dead, throat cut from side to side. Both the informant and the attacking men had similar enchanted platinum rings. One ring was removed from one of the deads and, according to corporal Zes Polaris, immediately crumbled to dust. The ring on Romina's finger was not removable. The group decided not to risk damaging the ring worn by the wounded suspect.
The group bring both the dead body and the wounded suspect to the Square Keep were they request to interrogate the suspect, despite him suffering from a penetration wound in his neck. Constable Betty Coralisa alerted the local Marshal, Pacificatores, Oliver Jonas, despite receiving a direct order from second lieutenant Rhoger. The marshal called for the group arrest while calling for medics from the nearby Caeris Medical Hall.
During the debriefing and investigation the wounded prisoner passed away while being treated in the dungeon, the body was carried along with that of the informat to the morgue by the hospital's medics.

Findings:
The group operated recklessly, reveling a key assets to criminal targets, jeopardizing and perhaps ruining a long investigation. The actions of the group led to the death of two commissioned officers, one of which was integral to the ongoing investigation.Recommendations:
- The group should be court martialed.
- Further alienating and antagonizing the denizens of Windorver should be avoided, thus suggesting to move the investigation to other parts of the city for the foreseeable future.
- Constable, Pacificatores Betty Coralisa did not waver at an unreasonable command and should be commended. She should also be compensated for 10% of her quadrant salary for staying extra hours beyond sunset without having a written agreement singed 1 week in advance, as agreed upon in the Non-Patrolling Peacekeeping Forces Unionized Benefits Law of 1429 that was passed by the Caerisian Parliament and forms an integral condition for the contracts of any unionized peacekeeper in Caeris.
