Salvadir Rios, known as Blue Eyed Sevi was a bandit, mercenary and soldier of fortune with a fearsome reputation all across the Agaman Bay. He was known for being the mind behind many kidnappings, assassinations and various mortalkin trafficking operations.

Rios lost his eye in single combat and replaced it with a prosthetic. He has two long and scars on the right side of his face, which he usually covers with a mask.
