City under King

Soldaana's villages, cities, and regions all operate under different types of governance. Some of which have been in place since The Convergence and some that are in constant flux. 
Many cities and countries operate from a central city under the ruler of a King or Monarchy. A prime example of a City under King is Andolay under King Ezzik Lin-Ho - which seeds power over the country of Tsaescen.
