Graycliff

A city built on tall white cliffs, which is why it originally was called Whitecliff. The cliffs have slowly turned gray over time due to smoke from steamships. Graycliff has no bay nearby, instead a floating dock has been anchored in its bay. From there, cable cars transport cargo to storage caves carved into the cliffside.
