Establishment of the Grand Arbiters

After the War of Broken Mountains, it became clear that the peoples of the South -- now called Prehnites -- could not withstand the forces of the North -- now Chalcedon -- without a force to unite them. The idea of a monarchy, like the one established in Chalcedon, did not appeal to Prehnite sensibilities, which prioritized the individuality and unique heritage and culture of each group, tribe, and city within Prehn.
  There was, however, unanimous respect for both the Circle of Stars as well as the Order of the Sun Soul, and despite their many differences, the people of Prehn were still united in their belief in the Timeless Ones.
  At a historic summit that included both the settled people of Prehn as well as representatives from the Nomadic Tribes, it was decided that a representative from both the Circle of Stars and the Order of the Sun Soul would be elected to serve as one of two Grand Arbiters.
