Cincini

In all the Mortal Lands, a traveler could do far better than Cincini as a destination. Known as "Sin City" to the locals, the port city is home to the largest mafia west of Walker's Canyon, and no shortage of gangs, crime syndicates, and organizations dedicated to taking as much money from people as possible. If it was to be a world leader, it would be in its crime rate. Which, considering most crimes aren't reported simply because prodding the 3-man police force into action isn't worth the effort, is quite impressive.
And yet the city flourishes.
Demographics
Cincini is primarily populated with the descendants people who were shipped to the Termina Peninsula over the preceding centuries, criminals and despots to a man. This has lead to a bustling and diverse population, truly a more organic blend of nationalities than even Poartlind.
This being said, the primary demographic is native citizens of Cincini, with a rather interesting mix of Golsmiths, a few Mechanicals when adventuring parties travel that far, and a rather curious population of Ekyls that never seem to stay in their breeding tanks.
Government
Cincini is run almost solely by its Mayor, although a city council helps run the day-to-day aspects the mayor can't be bothered to look at. Cincini has always strived to keep an air of lawlessness about it, and because of this government is kept to the bare minimum there needs to be to actually maintain a city. Taxes are almost minimal, and anyone expecting the police force to be effective is in for a rather nasty surprise.
Industry & Trade
Cincini's main export is the salt refineries. Built to extract salt from the ocean, the salt extracted from the {name} sea is said to be extremely rejuvenating and excellent for the skin. The salt is used in all matters of skincare products and even in cooking, if the salt is refined right.
And then there is the tourism. Despite being known as the Captial of Crime (it's even on the postcards) Cincini is also known as 'The Eternal Party' and attracts visitors year-round. Probably its biggest affair is in the second month of the year, "Marda Blimi" a Week-long celebration full of fattening foods and splendorous parades.
History
Cincini was a small village at the tip of the Termina Peninnsula founded by a ship full of prisoners that capsized during a storm. Stranded and with no home to return to, the prisoners banded together, killed the captain and most of the sailors, and built themselves a settlement in the name of survival.
As the decades went on, more ships came and crashed themselves upon the hidden reefs that lined the peninsula, depositing more prisoners that were being sent to the far edges of the world where no one had to think about them. The settlement grew and grew, as the few sailors who managed to survive in the colony watched the seas and discovered the safest routes to get ships in and out of the reefs, allowing ships to land properly and maybe even leave again if the colonists were so inclined.
It was power that kept the settlement in check, power and the desire to maybe live another day. Those who took the mayoral position by might ruled for months. Those who took the mayoral position by understanding the... unique politics of the city ruled for years. Even as the city grew its original borders and expanded to a rather impressive stilt-based city district, the lawless, anything-goes aspect of the city remained, so long as it did not undermine the entire city itself.
Eventually an enterprising kleptomaniac discovered an old Memoria construct that could pull the salt from the oceans. It was quickly serviced and put to work, shady salesmen selling the salt as any type of cure-all they could manage to passing merchants. And yet, their claims became valid. The salt soon became the city's biggest export, and Cincini grew into the bustling port city it is today.
Geography
Cincini is built on the Termina Peninsula, known for centuries as the 'end of the world'. While it is not quite the end of the World, it is far enough away from everyone else to serve their interests. A large, shallow ocean surrounds the peninsula, constantly sinking ships that do not have the wherewithal to avoid the shallow reefs that dot the coast.
Behind the city, further up the peninsula, is a wide plain perfect for racing horses. Trees are scarce, but that is due to the rapid expansion of the city and little in the way of proper resource management.

I like the mix i get of a bit of Vegas and a bit of New Orleans. (or insert other cities known for parties, Rio de Janeiro for example). Also I dont know if the small amount of guards was a nod to Pratchett or not, but I always love anything that reminds me of one of the greats. Good job, I enjoyed reading about your City of Sin
