Whiterock
When the War of the Gods was over and the Gods returned to their Divine Plane, vowing never again to set foot in the realm of mortals, it was said that they climbed Whiterock. Thus began the belief that if one were to ascend the mountain, they could be granted an audience with the Gods. During the Aberrant War, Whiterock was destroyed, but the very essence of the mountain deterred invaders leaving a ruin. The denizens of Whiterock's Underdark city, Blackrock rose up and rebuilt the ruins. When the Empire returned to reclaim the city, they found high walls already built and a people not willing to return to the dark. The Order won't allow the Empire to besiege a holy city, so Whiterock remains independent, for now.
