What functionality is missing? What is unsatisfying with the current situation?
Not something that's missing, just something that's a bit out of the way currently.
The word counter at the moment is under the "Metadata" section of the "Advanced Tools" dropdown, it's a good place for it because the metadata of an article lists your word count, but it makes it hard to use as a reference if you're aiming for a certain amount of words or just like checking it periodically while you're writing.
How does this feature request address the current situation?
It'll address it by adding a new word counter to the area where the "Preview" and "View" buttons are, providing an easy view of your word count.
What are other uses for this feature request?
It's a word counter, so there's a limited amount of uses it can have, but I believe it'll be a nice little addition to the UI without causing any headaches of clutter.
Follow up
As a quick follow-up to the comment of "it's on the save indicator":
I believe there is one the save indicator, though there isn't one that's visible to me when I save but maybe that's a theme issue.
Having said that, I don't think being able to trigger a save to look at a temporary word counter is a reason as to why there shouldn't be a one in a convenient location. The options should not just be "look at this temporary one (that doesn't appear on my theme apparently) when you save" and "here's one, just click two drop down buttons and it's there", y'know?
