The sedond Shadow Council Member is also wearing completly black clothes and a black mask. The mask is probably made out of Vanta-Steel as well. His outfit does not over him completly. A little more is known about the second Shadow Council Member, since he was the one giving the speech about UFP's involvement in the second US civil war. His accent for example leads people to believe he was born in Italy. Other than that, no one know's where he is or what exactly his function in the Shadow Council is. He was also never seen anywhere else than the time he gave his speech.
