Shadow Council Member 4 (a.k.a. The Instructor)
Perhabs the Shadow Council Member that is seen most frequently, at least by troops of UFP, is the 4th Shadow Council Member. This is because he oversees the training and education of the UFP troops and workers. Wearing all black, with a very unique mask that appears to be made of leather, he towers over everyone else in the room. With a size of around 2.25m, and he is even taller than General Cielo. The 4th Shadow Council Member is known to be trained in many different martial arts and can operate every vehicle the UFP army has and he fits in to.

The only Shadow Council Member with a mask that does not appear to be made of Vanta-Steel, but of leather. The 4th Shadow Council Member's mask is a very unique one.
