This was the first time China was invited to the exercises, though they were limited to the land-based portion of the exercises, and unexpectedly it was the last since 2016. In attendance were The United States of America, bringing the 13th Marine Expeditionary Unit , and a very large carrier group, Australia and New Zealand bringing a combined ANZAC Battle Group and a small contingent of their navy. The United Kingdom, Canada, and several other nations were also scheduled to be in attendance but were set to a week later after the introductory exercises between the US, Australia, and China. The surprise attack from the PLA resulted in severe casualties among ANZAC ground forces. A company from the 13th MEU that was beginning the opening ground exercises was similarly surprised by the attack but the PLA was pushed back in force despite the their surprise advantage.
