A board of shadowy figures that funds and controls a number of hidden pro-Gallywix interests, with the Coppersail Corsairs being the most prominent.
Though their identities are not known - they value anonymity and discretion above all - it is rumoured that they are major players in military contracting and weapons development. An undead, an orc and a goblin have been seen speaking on their behalf and are presumably members.
