Lord Armand Duvalier's gambit

The Verdeau governor of the city of Nou Verdeau, Lord Armand Duvalier, issues a proclamation extending an offer of freedom to oppressed barbarians, orcs, and goblinoids within the rebellious Nou Verdeau empire who are capable of infiltrating Verdeau lines. Despite policies that discourage their enlistment, throughout the course of the war, tens of thousands of these marginalized individuals sought their freedom by aligning themselves with the Verdeau forces. A smaller faction of them, though fewer in number, valiantly fought on the patriot (pro-independence) side, driven by their unwavering belief in the cause of liberty.
