High Council, Adirondack Park Alliance

The high council of the Adirondack Park Alliance is its highest organ. All the decisions are made here. The council makes non-binding resolutions on internal matters, like the rights of non-member folks within the territories and other issues.   The high council appropriates the alliance budget. They decide how the money is spent and what projects to support.   Each alliance member has two seats on the council. The seats can be filled by any representative, they have to have some ability to decide on matters of importance without havng to check back with the governing body of the alliance members.   There are several organisations that have a seat for obervance. They can sit into all of the sessions and in some cases can address the council with their message. They also receive the agenda in advance and can make requests for minor points.     The high council does not resolve conflicts between members. To resolve these an ad-hoc tribunal is formed and its decisions are binding.   The high council has expanded responsibilities when it comes to external matters. They mostly deal with the Government of New York and the New York State Department of Supernatural Affairs. When it comes to matters concerning the Adirondack Park they negotiate with the Adirondack Park Agency which is an observing member of the alliance.   The council maintains relations to the Dragon Loyalists, the Hunter's Guild and the Circle of Five.

Sessions

The council meets once every month for regular sessions, which take three days. On the first day the councilors meet up in the morning to establish the agenda of the session.    

Structure

The high council consists of one chair person, ten councilors, two observers and an honorary councilor.

Chairperson

The chairperson is responsible to moderate the sessions, ensure the agenda is set and all the procedures are followed. They lead a team to manage all these tasks.

History

Janice Edwards was appointed by Jemma Galloway with the support of the other founders of the alliance as the first chairwoman of the high council. She is still in this position as of today.

Succession Procedure

There is currently no defined procedure for succession for this position. This issue comes up for debate almost every year, but the council can never come to an agreement. At the moment the assumption is that Jemma Galloway will appoint a successor and the other council members may object to this appointment.

Honorary Councilor

As honorary councilor Jemma Galloway has a special seat assigned to her personally. She can usually not vote, but is always permitted to weigh in on any issues. She does not always attend the sessions as her interests as the Archdruid of New York are also represended by Carolyn Watson. When Jemma does attend it usually means something important is about to be decided. She got her seat because of her contributions in resolving the Second Adirondack War and the founding of the Adirondack Park Alliance.  

Councilors

The ten councilors are appointed by the alliance member that they represent. Each member faction has their own process to appoint them.

Observers

Both observer positions are assigned by their employers. There have been no changes in both seats since the founding of the alliance.  

Responsibilities

The council has a wide range of responsibilites, but is limited by their budget and their juristiction.
