These are the masterminds, the controllers of the city whom are rarely even seen by the other residents. They typically stay up in their high towers, overseeing the city and ensuring the network stays online at all times. While they have the appropriate chips impacted, unlike either The Cattle or The Flowers , they don't 'live' in the AR world aside from testing.

They live in reality, a reality where they know their city is slowly dying, but stubbornly refuse to change how things are run on the misguided belief that the citizens are better off not knowing the truth.
