Selheim
Selheim is the only place that is fully owned by the Cloaks and no one else has control over its rules and lands. It is used for all the things that should not be used or owned by other lands. The island is separated into two sectors the safe zone is called Selhiem in which the islands get their name from. Within the safe zone, there are miles of land that is protected by a large wall that keeps out the dangers of the wilderness beyond. The city Quilamal is another walled-off place with tall turrets that stop anything going in or out of the city which is primarily prisoners. With miles of ocean between the islands and Aslandia there is little chance that the prisoners could escape.
There is little in the way of comfort in Selheim with all the inmates having nowhere to go for the remainder of their lives in most cases.
Structure
All those who live there are either prisoners or part of the guarding force.

To protect Aslandia from threats.
Assets
Huge fortifications and a large gap of water stopping them from reaching the main island. There is also a large area outside the safe zone where the wild creatures would pose a danger to anyone who ventures out.
