On lands observing this Law, it is always freezing cold, no exceptions. As long as you're close enough to sufficiently powerful heat sources, it can be survived, but extreme measures must be taken to not freeze to death within a few seconds.
Monsters native to these lands are not affected.
Law originates from all planets orbiting Frozen Stars in StarBound.
