Always Underground

Even if a land observing this Law is above ground, it still follows all the rules as if it was underground. As an example, vampires can use it to avoid the sun, as the sun won't shine there even if it should.
Law originates from The Elder Scrolls V: Skyrim's area called Blackreach. Any other underground area would have the same Law if a Block was gained from it, though.
