Moongates Become Permanent

As long as a moongate is set up like they are where they originate, a moongate created at this location will become a permanent gate. It won't connect to anything publicly unless another one using the same rule is created elsewhere in the Static Map. This also guarantees the cast succeeds, even if the location is invalid or the mage casting the spell lacks the components, skill, mana, or more than one of those.
Privately, it will only connect a Contestant to the other teleportation locations they've personally unlocked.
Once an actual moongate system is made, even with only two in existence, the recruited NPCs from the lands containing them can make use of them on their own. Human-level intelligence required, just like with the original moongates found in Brittania.
Law originates from Ultima Online. There are temporary moongates cast by players and permanent ones outside cities and other places of interest. What makes them permanent was never really discussed, I don't think. They do have super similar terrains, though...
