Only the Contestant that owns property observing this Law can modify anything about the place.
No one but the owner can place an item on the ground, pick an item up, damage property, harvest fruit, move an item, or anything else.
Law originates from Faunasphere, since it's an account-bound housing instance and you can't litter in someone else's account.
