Any land that observes this Law is a place that used to be normal, but has since become enshrouded in psychic phenomena that makes it unable to be interacted with without equally potent psychic powers.
Law originates from Stellaris, with one or two rare anomalies. You can also create the tech yourself in that game if you're a psychic empire and you have a colossus.
