Commandant Dalla Thrahak

A middle-aged female Dwarf, Dalla is the leader of the Haven Guard, and reports directly to Grand Duchess Trietta Ricia.
Due to the Guard's ties with the church of Abadar, and the Duchess cannot remove the Commandant without agreement from the high priest. Frequently, the high priest has additional input into the appointment of the commandant, making recommendations for or against candidates.
By custom and charter amendment, the commandant can reject an order handed down by the Duchess. She may only do so if the order violates the laws of Haven or needlessly endangers the city’s civilians or military forces. In this case, the commandant must report her decision and reasoning to the high priest of Abadar within 1 day, who then decides on her fate. When such a process might interfere with the defense of the city, however, the commandant has up to a month to report to the high priest.
