The head of the Department of licensing. Born and raised in a noble family in Ascium. He studied law at the university and worked there afterwords for a while until he joined the department, spurred on by his university rival's (Osbald Gilliesburg) elevation to head of the Guild of Law and Practice and newfound place on the Crown Council. Louis is still outraged by Elona's betrayal. He had planned to marry her. His family's fortunes are failing and he hopes to persuade the crown to allow licensing for businesses to use 'reformed' mages as cheap labour to 'teach them a new skill' and give them a 'new foundation' for life. He really just wants indentured servitude for 'reformed' mages for his own benefit. He spends a lot of time at both of the Touch's and is known to be an 'unpleasant' customer for some. He tends to imply to the Golden Touch that he will turn them in if he doesn't get discounted rates.
