Stygia
Stygia is the seventh hell of Baator. It is an almost totally frozen ocean of saltwater and impossible depth which--unlike the other layers--is principally wild and untamed.
The creatures that live here are monstrosities such as kraken and sea serpents or otherwise ice and water elementals. Although some devils may be found in isolated communities upon what few ice floes can support them, the layer is essentially uninhabited relative to its spatially-warped and infinite size.
Panacaea
Along certain, highly secret segments of the ocean floor are mines operated cheifly by the damned souls of charlatans, who contend eternally with the crushing pressure of a frozen ocean and a deafening silence to the lies they told in life.
These miners provide Baator with its supply of Panacaea, which is used to prolong the torment of those damned to any of the nine hells.
Ownership
Although none may truly be called the "ruler" of this frozen waste, the archdevil Levistus oversees the mines and represents the closest thing to an authority on the layer.
