Triumvirates

Groups of three elected leaders that govern the cities of Adastra City. Triumvirates act as a people's check on the authority of the emperor, however greediness and corruption plague the positions acknowledged by members of the royal family during the novel. Only male Wolves are allowed to hold this position and typically these elected officials are older Wolven.
