Nekharat
Nekharat was a city-state in the first and second century of Adatia. It was a hub of knowledge with libraries more vast than any that have ever been seen before or since.
Structure
Nekharat was a meritocracy, where the most studious and well respected scholars where permitted to move up through the councils that made up the government.
Public Agenda
Gather knowledge independent from what gods or kings think is appropriate, and store that knowledge, for there is nothing more dangerous than the lack of knowledge.
History
In the latter half of the first century a small council of mages retreated into the uninhabited desert to the south of Branos. There they befriended Paramunth, who helped them carve a city into the mountain. That city would grow to become the city-state of Nekharat. Drawn in by the wealth and wisdom of the mages Nekharat soon became a centre of knowledge of power. Paramunth soon left, not wanting her presence to influence the people of the city. Nekharat grew in power, rivalling even Branos when Onyxia came. His undead hoards spewed forth devouring the city. The few survivors fled into the desert. Many years later the kingdom of Esmea claims these survivors as its founders, but this claim is disputed to this day.

Nekharat consisted of mainly humans and elves with a small yet vocal subgroup of gnomes.

The military of Nekharat consisted of a small but competent group of mages supported by a small guard force.
