Pembra

Pembra is the leader of the Doll Clan in the Wastelands beyond Ausra. The Wastelands are a no-man's zone, free-for-all, chaotic type environment frequented by runaway criminals and vagrants.
The only order in the Wastes are the various clans scattered across its blackened desert. Some clans aim to do harm and cause mischief. Other clans are only trying to survive. The Doll Clan is the latter.
Often, traversing the Wastes is difficult and dangerous, primarily because illusory curtains are common there. In order to protect themselves from clan raids, many of the clans disguise their home bases to look like ordinary parts of the landscape.
The Doll Clan's base, for example, looks like an ordinary mountain, but in reality, the mountain houses their home base. It is protected by a shield of magical energy. It is heavily implied that Pembra was the one to acquire this technology for her people.
The Tulips first encountered Pembra through Benjamin Fortier, in Fidelia. The Tulips were told to go to the town of Hope, which is situated at the center of the Wastes.
Benjamin, knowing full well how dangerous that expedition would be, gave the Tulips his tradesman's card, which affords him safe passage through the Wastes. He informed them that Pembra was a friend, and if they had the tradesman's card on them, she would help keep them safe. Benjamin added,

"Tell her I'm calling in that favor."

When the Tulips first entered the Wastes, they were immediately attacked by members of the Doll Clan. However, after showing them the tradesman's card and indicating they would like to speak to Pembra, the attackers relented, and took them to the Doll Clan.
There, Pembra welcomed the group, and said she would give them valuable advice on the town of Hope -- for a price. Their rival clan, the Sharks, had been terrorizing them and other clans for months, constantly stealing their resources to the point where the Dolls barely had enough to survive.
She recruited the Tulips for help in stealing back their belongings. In exchange, she would tell them about Hope. They agreed.
After storming the Shark base, the Sharks came to wage war on the Doll clan. During this conflict, the leader of the sharks, Pembra's brother Savant, was killed by the Tulips. His enslaved wingless dragon was healed by Sunstrider.
Following this confrontation, Pembra told the Tulips the poem of Hope, and the legend surrounding it.
Using this knowledge, the Tulips were able to uncover the secret town of Hope.
Pembra remains with the Doll Clan and maintains a good relationship with the Tulips.
