- Residents of an area hold a negative and/or combative attitude towards the Monarchy.
- Kesser Kingdom agents, assets or citizens continually become victims of criminal activity such as murder, theft and espionage.
- The Assigned Duke/Dutchess from the Royal Uall Family or Arch Councilor in Elven Districts are forcefully removed from their seat of power.
- Area is known to house criminal organizations or terrorists of the Monarch.
