The Cloaked Man

A cloaked man was seen arguing with a local merchant about missing goods that he was expecting. Shortly after the augment he was seen loitering outside the merchant's house before the home collapsed into the boardwalk. The merchant believes his name is Ult or Alt or Olt Vander...something or other...
The cloaked man was followed to shore where adventurers found his boat abandoned with the cloak inside along with torn up scraps of waterlogged paper. The writing is very faded but is recognizable as a language used in the writings of many good aligned religious texts.
