Diplomatic action
The federation was to be made up of chosen dukes from each participating nation (every Elzveiran nation save Zukei and Suorr). Over the course of the next year, each nation selected individuals of their own to be awarded the title of Miliir Duke, in their own ways. Nations also reserved the right to replace their chosen duke at any time.
Over the course of several months, each nation elected a representative to be delegated to the newly founded Federation of Miliim. It took time to place each one into their new cities, and longer for those cities to accept the new leadership. As per the rules that governed the founding of the newly formed federation, each nation reserved the right to replace its representative at any time by its own means, though most had already resigned to the idea that they would set their elected representative for the federation and then allow that individual's children to inherit their father's title for the foreseeable future. Aerdis chose Jakub II of House Kindellan to become Duke of Makaliim. Aldurstein chose Tonna of Clan Sigrendottir to become Duke of Kilm. Buern chose Elliot IV of House Sonder to become Duke of Ukwam. Copari chose Serghei of House Svildra to become Duke of Mjwaka. Rossade chose Roland of House Haglund to become Duke of Kilsiini. Vaernebo chose Zhiven of House Prokhor to become Duke of Kazini. For the representative of Miliim, Leonov's son was desired by King Leonov, but the boy was only 10 years old when he would have been expected to take the role, so his mother, Aisha Mhiina, was chosen as the Duke until her son would come of age. When Aziir Mhiina turned 18, he became the Duke of Viin and has served in this role ever since. Kathaya, without consulting its recently-formed parliament, sent a former Duke (as all but the Royal family had been stripped of titles in 193) to be the representative of Kathaya. This caused a serious uproar among the Kathayan populace, but the Kathayan Constitution did not dictate that parliament could elect representatives for Miliim (of course, this could not have been foreseen). Ali Eladel was elected as Duke of Marrigwani, and his family continued a line of succession until 194 when the Kathayan Constitution was ratified to allow the Kathayan Parliament to send a representative of their choosing. Suorr had declined inclusion in the federation, not wishing to participate in those politics. Its sole interest had been in ensuring that it would continue to be left alone by all involved nations and that the war taking place right next to it would end--particularly given that soldiers of Rossade had been repeatedly trying to cross Suorr's borders to access Miliim by land.
