Leadership by City State
Each of the city-states in Miliim is represented by a duke previously appointed by the various nations of Elzveir, except for Zukei, which abstained from sending a representative. Once representatives were sent, they were made dukes or duchesses, with their heirs inheriting the role upon their death or resignation. Should no heir be available, the representing nation has a brief window by which to appoint a new representative. Failing to do so, the Federal Council of Miliim will appoint a representative of their own.Duke of Kazini

Pro and Anti-Federalist Movements
The Miliim Federation has been a subject of significant controversy since its first creation, for several reasons. This has sparked two primary movements: the Federalists (individuals who are in support of the federation) and Anti-Federalists (individuals who are opposed to its existence and would like to see it dismantled. While the federation has been unshaken by these movements thus far and no violence has broken out from either side, the presence of anti-federalists in the federation itself is a topic of concern for the members of the federation.Federalists
Most individuals in Elzveir--or even Aen itself--are Federalists. These individuals believe that, for better or for worse, the Federation's establishment was the only viable solution to end the mass slaughter occurring during Leonov's War. Most Federalists believe that diplomacy is a far better tool to controlling Fainarr than violence, including those who are greatly opposed to Fainarr's presence in Elzveir. They are federalists not because they like Fainarr (with the exception, of course, being most fainarran federalists), but because they condemn violence. Federalist Subsets
There are two primary federalist subsets: the Common Federalists and the Green Federalists. The latter are those who support the Federation of Miliim because it technically gives Fainarr a stronger hold on Elzveir, and because its existence paints Fainarr in a slightly better light than its absence would. The Common Federalists, by comparison, are opposed to both Fainarr and King Leonov's massacre, and believe that the Federation needs to exist to prevent another such massacre from occurring. Such federalists are convinced that if the Miliim Federation were dissolved, Miliim's populace would rise up against Fainarr and commit more war crimes, though there is not sufficient evidence to prove this.Popular Common Federalists
Landyn Sonder II, the Duke of Ukwam is an outspoken Federalist who has opposed every proposed amendment to the laws of the federation that would limits its authority. His concern that the people of Miliim would revolt and shed blood is so significant that he has proposed a great many amendments during his tenure as Duke of Ukwam which have raised taxes on weaponry, especially ammunition, for the common people. Outright bans of weaponry in the country have never passed, but he has proposed this legislation as well. Landyn's staunchly pro-federalist ideals have made him a controversial figure both among his peers and among his constituents.Popular Green Federalists
Celik Basaran III, the presiding King of Fainarr shortly after his father, Celik Basaran II, fought in Leonov's War. Celik was wed to a Vaernish woman to further strengthen the kingdom's ties to the Principality of Vaernebo, and since then has been a significant proponent of the Miliim Federation, going so far as to both loan and donate funds to the nation. He has stated that so long as the federation exists, it may consider Fainarr an ally, and that he has no intention of a hostile takeover. Interpretations of the Fainarran King's statements regarding the federation vary, but most have concurred that he does truly believe the federation's existence to be in his kingdom's best interests, even if it would be more typical for him to desire violence against the nation.Anti-Federalists
The anti-federalists are those who believe that the federation either should not have been created or was needed for a time, but has outlived its usefulness and should be dissolved. Some anti-federalists take an even more lax approach to it, simply believing that the federation should be restructured in order to win their favor. While there are many variations of anti-federalism in Miliim, there are only a couple of prominent belief systems in this movement. Being an outspoken anti-federalist is largely frowned upon and (in some places), outright unlawful. A fourth notable yet uncommon anti-federalist movement is the Usurpationists (a fringe group that believes Fainarr itself should withdraw from the federation and rekindle war with Miliim, conquering it and absorbing it into Vaernebo), which no one in power associates with (at least, not publicly).Anti-Federalist Territories

Anti-Federalist Subsets
While there are numerous different beliefs regarding anti-federalism in Miliim (let alone in the rest of the world of Aen), there are three common belief systems: the Abolitionists (who believe the federation should be completely dismantled and the kingdom restored to House Mhiina), the Exclusionists (who believe the federation is fine in theory, but that Fainarr and its principalities should be removed from it entirely), and the Singularists (who believe that Fainarr itself should have a singular representative seat in the federation; there is some debate over which nations should hold the other two seats, with some saying that they should belong to original Miliir nobility while others believe that Matka and Hrol should have seats in the federation).
Popular Abolitionists
Aziir Mhiina, the son of King Leonov Mhiina, is a well-known abolitionist. While he does have a seat at the table and serves as Duke of Viin, much of his proposed legislation reduces the authority and power of the federation, supports the populace of Miliim, and even attempts to grant power back to the monarchy. He is unabashed in his abolitionist ideology, and while nothing he has proposed has passed, he has not given up in his attempts to restore the Kingdom of Miliim to its former glory and exile Fainarr from the realm.
Popular Exclusionists
Yrsa Arnoradottir, the Queen of Aldurstein since 298, was a proclaimed exclusionist from a very young age, tossing decorum away. As queen, she has routinely sided with Aziir Mhiina and written letters in support of his proposed legislation many times, though this has had little to no impact on the final decision of the federation regarding the former prince's propositions. Yrsa has declared that the official stance of Aldurstein is that of exclusionism and even provides (admittedly meager) funding to exclusionist groups that wish to meet in her queendom.
