Known as a low level of magic

Effect

It involves changing or pulling a state of matter in a local area. Allowing the user to pull all the oxygen out of the room by creating a ball of metallic oxygen. Or change a liquid they are touching to gas.

Side/Secondary Effects

Prolonged use of the skill turns the users hands dark blue and spreaads up the arms with more useages. Eventually, it is theorized, a person's entire body color could be changed with enough use of State Mutation

Manifestation

For an outside observer, manifestation of this skill comes in a slight ripple in the air. No sound or smell or any other kind of indication until the user is holding the result of the skill's use (e.g. a ball of metal oxygen).
