The Atria Dynasty

It is said that the Atria Dynasty was established by Xan Yae herself in the year 850 AR once her created humans had begun to spread to the other cultures of the world. In creating humanity, Xan Yae made a flexible, adaptable people and she realized that, in order for humanity to remain a source of balance for the world, they required a place of their own to follow her tenets closely. The Twilight Monks from the Temple of Fates, alleged birthplace of the human race, heard her wishes and appointed the first Shogun, Kuzai Mirano, to serve as the political and military leader of the dynasty alongside the religious leadership of the monks themselves. Over the course of the next fifty years, Kuzai set about bringing the local populations of humans back into balance. Five Daiymo were apponted from the local peoples to run the respective regions of what would become known as Atria.   In order to maintain a balance of powers, the Shogun maintains tight control only over the territories surrounding Saga, the capital of Atria, so named to carry on the story of humanity in perptuity. The regional Daimyos act then as lords over their own regions. Each region contains one important resource that cannot be obtained in the others, thereby maintaining a dependence of each region on the others. To the north lies the Peridot Tear Forest which contains magical gemstones incredibly prized by all spellcasters. To the west is of course the Temple of Fate, the site of religious power and authority of the country, which has just as much cultural influence as the Shogun. In the center, vast forests of strong lumber wait to be harvested, and medicinal fungi grow. Around Saga is the Balanced Shores, a lake of incredible tranquility and fishing bounty. To the south lies incredibly fertile ground for sugarcane and grain. To the east lies the ocean: the gateway to the rest of the world. Each region has its own dangers as well, for no bounty comes without a price.   The Dynasty is fuedal in nature, and for the most part there is a strict heirarchy in place. First in importance is the Roshi, the head of the Twilight monks, who appoints the Shogun should the need arise, though the Roshi has no political or military authority. Next is the Shogun, the political and military leader of the country. The first Shogun appointed five Deimyo to lead the surrounding regions. Generally, new daimyo are chosen by the local Twilight Monks, but Shogun have been known to get involved in the past. The Shogun and Deimyo are selected from the Lotus Warriors, who are all trained in the tenets of Xan Yae using the Book of the Passing Lotus, and adhere to the Lotus Code. They are also trained to master their phsyical bodies in combat. The Lotus Warriors enforce the Shogun and Deimyo's wills among the people, act as diplomats, guards, regents of the court, and other functions of the government. Peasants can in some cases enter into the Lotus Warriors, especially if they have a talent for spellcasting. However, Spellcasters are not held in higher esteem than any other Lotus Warriors, but spellcasters who are not trained in the ways of balance from a young age can become large threats to the Shogun. Lotus Warriors who fail to adhere to the Lotus Code are usually exiled, and are known as the Unbalanced. Such Unbalanced may offer their services to locals if their plights are unanswered by the Daimyo, since they are highly trained warriors.    The commoners of most importance and standing are the peasants - those who work the land and provide the resources necessary for the survival of the people. Below them are the artisans who work the material that is gathered, since without the peasants, they would have no work to do. And last in standing are the merchants, who often have more material wealth than the peasant or artisan, and yet rely on both for their livelihoods.   Within the borders of Atria, Xan Yae is able to maintain a balance of Ki much more than in other regions, partially because she has more of her Twilight Monks there than anywhere else, but also because most who live there are human. In order to maintain this balance of light and dark Ki, the country has remained mostly isolated from the rest of the world. Foreigners are welcomed so long as they do not bring their grudges against others with them. In Atria, warring peoples are expected to engage in trade and life side-by-side. This is most often seen when members of the Ten Goliath Tribes and the Druids of Twilight visit the cities for trade. The ten tribes have their differences, and generally are opposed by the druids, but all are welcomed equally to Atria.   The Shogun sometimes acts as an impartial mediator of conflicts between other civilizations, and therefore Atria must remain neutral on the political World Stage. In order for Atria to get involved militarily or politically, the Dieties of opposition would have to be threatening to destabilize a large portion of the world.

Education

The Lotus Warriors are highly educated and physically trained to follow the tenets of Xan Yae. From a young age all are instructed using the Book of the Passing Lotus, and memorize and live by the Lotus Code. The Commoners are educated as seen fit by the local Daimyo, but typically only as much as is required to survive and prosper the area. Artisans and merchants use apprenticeships to train the young.

Legislative Body
The Shogun has a council of advisors and administrators who assist in the creation of new laws and regulations. Each Daimyo has relative freedom within their own territory to do the same.
