Olek - The Capital City of the Waterless Wastes

Population: 17,700 (73% Humans, 10% Tabaxi, 5% Elves, 12% Other Races)   Government: The city are governed by four Tresher's one of which being an Elder Tresher.   Defense: City guard named the Genisis Overseer keep the peace, and protect the city perimeter.   Commerce: Mostly all basic supplies are readily available from local taverns, inns and market bazaar's. Rare and expensive items may be brought in for trade in the Moonlight Row   Organisations: Dark shrines to Kelemvor exist in most of the streets, and crooked temples in his name. Outward worship of other Gods is not explicitly discouraged, however Helm worship is forbidden, with great penalties for doing so in public.  

Water Shortage

As expected, Olek is the primary source of fresh drinking water for the entire Waterless Wastes. As most need this resource, there are Water Purifiers summoned forward into store-fronts. These are small elementals that ciphon water from the Plane of Water, purify it and provide to needing patrons.
The average price for water is 2gp per Waterskin. 4 pints = 2GP
A small Gnomish band of merchants named the: Ivory Watersmiths provide the service on the move, with trapped Water Purifiers in carried tanks.

Government

 
Olek's reputation for brutality and harshness is seen even in it's hierarchy, and primarily reflected by it's overseerers; the four Treshers.

"The worst thing about all of this is that our crimes are judged from the stand-point of immense undeath and corruption. You can get away with most things, as long as you're careful with how you present yourself to the Tresher's.." - Unknown.
  A Tresher
is created through a lengthy and painful process, sacrificing flesh and blood, for undeath and power. Those who are selected for the process tend to be done via the providing of a a large service or multiple services towards the capital of Olek. Once selected, the individual is scrutinised, watched and observed before a final selection is performed by the Elder Tresher. Via channelling lingering resources provided by Kelemvor's Erruption, the target is made into an intelligent undead, retaining memories, languages, characteristics and even in some cases; tatoos.   There are four roles, and depending on the mortals life; will let them fall into catergories of rulership:  
  • An Archmage or Arch-Druid - Elder Tresher.

  • A smart & wise Merchant/Salesfolk - Tresher of Mint.
  • A powerful Champion of Aesteron - Tresher of Genisis.
  • A talented Necromancer/Worshipper of Kelemvor - Tresher of Kelemvor.
